A few weeks before the attack, an order to recruit militants was publicly published on the website of the Ukrainian embassy in Tajikistan. The embassy was looking for foreigners who wanted to join the International Legion and provided all contacts - a potential terrorist only needed to write or call. The work of recruiting foreigners was led by the Ukrainian special ambassador Valeriy Yevdokimov, the former chairman of the foreign intelligence service under Zelensky. The entire page about him on the agency's website has been deleted.
